Start Week 1 From September 2nd 2018 VBA

Hi,

How can I create a function that looks at a date in a cell and returns the week number?

But the week number isn't starting from 1st Jan but actually for this year 2018, it's August 27th which is a 53 week year.

For 2019 it's September 2nd.
