"Start from" function

Hello everyone!
I am a beginnerin using Excel and have the folowng question.
I havea dynamic row. I want to enter a formula into the cell which will connect it to the other cell with the year. For example, what to do if I want to make the cell change its value in case the connected cell is starts from 2018?For example, if B1 starts with 2019, C1 is 100, otherwise - 10?

Ctrl+1 (the number one) will open the Format dialog for whatever is selected.
Assuming B1 contains a proper date

in C1
=IF(YEAR(B1)=2019,100,10)

To get a suitable answer you need to describe your data properly, ie provide some examples.
