Stacked Bar Chart Help

Trying to create a stacked bar chart with multiple series and am not sure how to lay out my data. Keep getting Series 1 that contains data from all three.

Right now I have my data like follows

I would like a bar chart with 3 columns: No Variance, Impact, GSA. With the Impact Column being stacked with high/low.
 

Excel Facts

Last used cell?
Press Ctrl+End to move to what Excel thinks is the last used cell.
Plot your data as a Clustered Column Chart, move the Impact Series to the Secondary y Axis and change their chart type to Stacked. Then adjust Overlap and Gap Width to get the look you want.

Right click the Series and choose Format Data Series. On the Axis tab check Secondary axis and click OK. Right click again and choose Chart Type, select Stacked Column and click OK.
