Spreadsheet in two places

Hi,
Hopefully this hasn't been asked before and answered a million times before. And that I explain what I'm looking for well enough.
So, i have spreadsheet that I want to share and normally we put this in a shared drive that is accessible from two locations. However when at the third location, the spreadsheet is not accessible directly.
I was wondering if it is possible to link the spreadsheet at each of the location to the spreadsheet that is available from the central location.

E.g. Users 1 and 2 can access spreadsheet 1 when they are working in the office. If one of the users goes home they cannot access the central location when using VPN, however they can access a copy which is a 'mirror' of the central one. If they make any changes to their local copy, it will then be shown in the centrally accessible one AND the other users local copy which is also accessible from the central location.
Hopefully I explained that well enough..
