Speedometer with -% and +%

Good Afternoon

I know that Speedometers are not everyone's cup of tea, but I was after some assistance, please.

I've searched this forum for an answer but nobody has asked the question, so here goes...

I have managed to put a speedometer together but am stuck on negative and positive % values.

I have a Budget of 87% and an Actual of 82% and a variance of -5%, therefore on a speedo, I would like to show -5% as Red.

Red >-1%
Orange upto and incl -1%
Green => 0%

I've tried to upload a photo to this page, but can't do that either

Any help, would be much appreciated.
