Special Conditional Formatting for multiple numbers

Greetings,

I've searched throughout the forum and haven't been able to find anything remotely similar. Basically

in Column $B:$B I have multiple aircraft tail numbers. I.e.,

ACFT​
133​
135​
146​
149​
152​

I'm going to have 2 separate Conditional formats.
The first is going highlight the cells of these lists of numbers to a specific color, i'm trying to have all of these values in one specific formula versus having to create hundreds of conditional formats formulas for each number. What I had in the past was "Format only cells that contain > specific text > 133". However, this is an meticulous method of doing it for each tail number. I'm basically trying to create a formula that changes the color of the cell if any of the numbers that are assigned or listed within a range.

specifics:

Gold = color of the owning organization
x amount of aircraft assigned to the color gold

Black = color of the other owning organization
x amount of aircraft assigned to the color black

What are the rules for those colours , numbers > 133 are they all gold and numbers < or = 133 are they the black

Gold = color of the owning organization

Black = color of the other owning organization
x amount of aircraft assigned to the color black
