sorting wrong in chart

My query shows the data in the correct order...
but when I created a chart, it put the axis in alpha order instead of the order in the query.

i.e.
Query shows...
PreDefine Define Measure Improve
Chart shows...
Define Improve Measure PreDefine

I even tried creating a sort field, assigning each field a number and then sorting this desc.
Sort: IIf([Sum Of PreD],1,IIf([Sum Of D],2,IIf([Sum Of M],3,IIf([Sum Of A],4,IIf([Sum Of I],5,IIf([Sum Of C],6,IIf([Sum Of R],7)))))))


This is the SQL for the chart
TRANSFORM Sum([TTLCost]) AS [SumOfTTLCost] SELECT [Phase] FROM [qTTLCostPhaseChart] GROUP BY [Phase] PIVOTt[FY] ORDER BY [Sort]));
;
