sorting rows by numbers with list of items attached

How to make rows that contain/are connecting to rows under them?

So that when sorting the rows the items under certain number wont mix with other numbers?


So if I have list of projects and I arrange them by number in A row , how to bind the list items to a number? or additionally how to add A row number
to all list items in a quick way (too much for copy pasting)
