Small Printing When Repeat Rows/Columns (Print Titles) is Used

Here's my issue:

I have a spreadsheet with grouped columns. When collapsed, the result is a summary report; when expanded, the result is a detailed report. I would like to set up columns to be repeated (using Print Titles) so that when the detailed report is printed (11 pages wide), each page has columns A-F on the left with the labels.

Printing the 11-page detailed report with columns A-F repeated prints fine. Each page prints to the margins, and columns A-F appear on every page.

However, my problem is that when I collapse the groups to the single-page summary report, the page prints smaller. If I remove the Print Titles, the sheet then prints normally (fills the entire page).

Does anyone know how to fix this? Or does anyone know why this happens?

If you want to experiment, I am able to replicate the issue:

In a new workbook, fill A1:Z50 with some data.
Set A1:Z50 as the print area, landscape.
Scale to fit 1 page wide and 1 page tall.
Look at print preview- it should fill the page.
Set Print Titles to repeat columns A-C.
Look at print preview- it should now be smaller. Why?

Thanks to anyone that can help!!
