Small Function Match

I was using the small function until I got stuck. Is there a way I can match the name to a value when there are duplicates?
For example, in the chart below, I would like to order these from smallest to largest and then bring in the name next to it also. Since I have two names with $1 how do I write a formula that will bring in both names?

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().
