Slicers and relationships not working

Hi all

I need some assistance please, I have a dashboard, where I have a date slicer, which is filtering fine on tables with a date, however, I have a staff list table which doesn't have a date to create a relationship with, but I am using the staff table in order to calculate how many people have had assessments done VS how many people are on the staff list. So if a manager has done assessments in a period, how many people have they assessed VS how many people actually report to them... If that makes sense, so if manager a has 3 supervisors reporting to them on the staff list, how many of those people were assessed in the time period selected on the date slicer.

I have created a relationship from the staff list to the assessment list based on the employee number (unique values), but once a period is selected on the report, it is not calculating and displaying correctly and I don't know how to fix this. It need to be shown in a % format not a number
