Skipping unprotected cells

I've created a very basic form in Excel for our sales guys to complete, all cells are locked for editing\selection apart from the 12 cells they have to complete

If they start at the top, when they press enter after filling in the first cell it automatically goes to the next and so on apart from it skips the 3rd and 4th entries? When it gets to the bottom it will jump back to the top but at no point will it go to the 3rd and 4th cells. You can manually click on them to enter the data but to make it easier for data entry it would be good if they automatically selected

I did insert the lines for the 3rd and 4th entry after the others

Is there anyway I can get excel to go through each entry in order

Thanks

Excel Facts

Can a formula spear through sheets?
Use =SUM(January:December!E7) to sum E7 on all of the sheets from January through December
Are cell 3 and 4 different from the other in any way? Are they merged, or the only non-merged cells among your unlocked cells?

Solution
Thanks Engberg, looks like it's something to do with cell merging, for some reason it skips the non-merged cells other than the first one! Now I know I'll try and work round it
