Single Excel table or some other method?

Please see the excel imagine below.

Is there a way to turn it into a table so it does the following things?
# The ability to insert more rows so that I can add Building D and so on.
# The ability to insert more columns in the event of there being payment 6 and more.

Can this be done with a single table or does it require more than one table?

The simplest solution is to add one more row after row 8 and one more column after column H. Now, the most important thing is: when summing some columns (or rows) use RANGE which contains the additional column (in this example column I). For more detail please checkout the worksheet:
