Simple ACCESS Cadet Register ?

I'm struggling, with what seems a basic Access task. I have a pupil who is designing a cadet database. He has cadet details such as name,rank etc in one table. We are struggling with another table to show attendance on a weekly basis (fields: name,wk1,wk2,wk3,etc.). I proposed a form joining the two tables. He would like all the cadet names to appear, including any new cadets, and a checklist of wk1,wk2,etc. I cannot work this out. If I form a one-to-one relationship between the two tables on a field called 'name',and then produce a Form, the names appear in a drop down box to be selected. Is there a better way to form an ordinary register?
