Shutting Down/Logging Off Windows If Idle for 15 Minutes?

Is it possible to set up the computer so that it shuts windows down or logs out of windows if the computer is idle for 15 minutes?

If not, is it possible to set it up so it comes out of a non-microsoft program if idle for 15 minutes?

Off of the top of my head, I would say check the options in the Energy Saving features (available from the Screensaver dialog-- Right-click desktop, select Properties, Screensaver tab)

That doesn't seem to work on my computer.

I'm hoping that if someone is idle for 15 minutes that they get taken out of specific program, but the program isn't well known and I can't find any way to edit it myself.

It's called Axis Diplomat and it's an accounting system.

The problem I'm having is that we have to post our transactions every so often but can't do it if people are in certain areas of the system.

Is there anyway that I could possibly do this, since there isn't an obvious way to shut or log out of windows?

If it isn't possible to bring people out of specific programs is it possible to bring them out of all programs?

Also, if you try to shutdown the computer while an Office application is open it says you can't can we turn this off?
