I have the code to make a button visible or not based on their user group. But is there a way to say if user = "poweruser" show all buttons?

Certainly. You'd loop through all the controls on a form and for those that are command buttons, set their visible property. Assumption made on how you determine if the condition is true (untested):

  If ctl.ControlType = acCommandButton And User = "power user" Then
  ctl.Visible = True
