Sharepoint read list item created by a user on the same group

Hi All,

I just want to ask. Is it possible on sharepoint to set a list item created by a user to be able to read or edit by another user if they are on the same group? I have a incident report management system in sharepoint and i don't want a request to be duplicated. What i mean is that if a request is already created by a member of a group where you're in, you don't need to request for another before that request is already for the whole team. Any idea guys? Thank a lot.
