Shared workbook settings

This issue is a bit difficult to explain. Essentially I'm having issues finding shared & protected workbook settings that fit my teams need.


Requirement:
1. I need this file to be shared so multiple people can go in at the same time and make changes to un-protected cells.
2. ALSO need this file protected, so "admins" with a password can unlock to make various changes.
3. Non-admins that don't have the password should not have ability to un-protect or un-share the file.


Right now I am only able to fulfill the first 2 requirements.


The settings right now is protected on 2 levels:
1. Normal "Protect Workbook"
2. "Protect Shared Workbook (Legacy), this allows users to unprotect the file by entering a password, and locks it to read only for anyone else that tries to go in while the admin is making changes.


The only issue is ANY user without a password has the option to press the "unshare workbook" button which I have X'd out in the image link below

Any ideas to restrict non-admins from unsharing the workbook?
