Setting chart axis bounds and units for time axis

I have an X-Y (scatter) graph (chart) where the X data is formatted as hh:mm:ss time. The internal representation of time is as a fraction of a day, so the minimum and maximum and the major and minor units are all shown in axis options as fractional numbers. If I want to show data from 09:22:00 to 09:24:00, I have to convert those times to fractional values and enter those numbers. Is there any way to enter these values in a normal time format rather than having to compute fractions of a day, and also to get the major and minor divisions to come out in minutes or seconds without computing the exact numeric values that I want and enter those?

This used to be easy in Excel 2003 and earlier, but Microsoft broke the easy entry of axis parameters in Excel 2007. They have since added back in the ability to enter dates but not times into the axis scale dialog.
