Ideally, I'd like a Worksheet_Change event. Basically, any Row whose Cell in Column C that is blank should have a Row Height of 6. All others should be 15.

My first thought was Conditional Formatting, but that doesn't deal with Row Height.

Format cells as currency
Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).
I don't think that a Worksheet_Change event would work for what you want to do because that type of event is triggered by a change in data in the worksheet. You could run a macro manually to check for blank cells in column C and then adjust the row height accordingly.

How about
Code:
Private Sub Worksheet_Change(ByVal Target As Range)

    If Target.Column = 3 Then
        Cells.EntireRow.RowHeight = 15
        Columns(3).SpecialCells(xlBlanks).EntireRow.RowHeight = 6
    End If

End Sub
