Send email based on value AND date?

I'm back! You guys are teaching me so much!

New question:
When using Google sheets I have a sheet setup with some charts. These charts show who has made their "quota" I guess you'd call it. They must do 2 audits a day, 8 per week, and 48 per month. I'm wondering if there is a way to setup the sheet to automatically send an email if someone doesn't meet that quota? So if Bob doesn't make his two for the day it will email the supervisor. If he does then no email, and so on for the week and month? Seems to me like this is going to take some script but I' don't know how. Any ideas?
