selective multiplying factor formula

i need to put a formula in cells I8-I13 that use the corresponding cells in the F column to multiply the corresponding cells in the H column by the factor shown in the provided table. the most complex aspect is the any row that has an "E" in the F column needs to change the conversion factor based on the value of the H column (example if H is 32 it would need to be multiplied by 9 but if it was 45 it would need to be multiplied by 13) . any suggestions would be appreciated.

E has a value of 14.0 not in the range. How would you like to handle that?

This should work for the rest besides when E has a value less than 24.0
