Hi in such a situation you should first get rid of all blank cells in one go by filling anything (say 0). The steps are: You select the whole table and press F5. The small "Go To Special" menu that appears has a radio button "Blanks". Select this and then press OK. This menu will disappear and you will find all empty cells in the table highlighted (means selected). If you want to fill 0, press 0 and you find 0 typed in the first highlighted cell. Then press Ctrl+Enter (means Ctrl and Enter together). This will fill 0 in all empty cells in a single step instead of filtering each column one by one. Now you can freely use CTRL+SHIFT+DOWN. Note: If you don't like to have 0 in previously blank, you can just press a couple of space bars instead of typing 0 and these cells will remain blank and still fulfill your requirement.
