Hi ,

I think a secondary axis is available only when you have more than one data series.

If you do have two or more data series in your chart , as mentioned in the link that you have posted , click on the series which you wish to plot on the secondary axis ; all the points will be selected.

If you have Excel 2010 , you can see a section of the Ribbon labelled as Chart Tools. One of the options in this section is Format. Clicking on this should display the name of the selected series in the top left hand corner , and below that you should see a menu option labelled Format Selection. Clicking on this should display the option buttons which allow you to select either the Primary or Secondary Axis.
