Secondary Axis - Stacking

I am utilizing a secondary axis as opposed to a split axis for two sets of data that must appear on the same column graph but have very different min / max. I have two locations with spend and the same two locations with savings. I need two locations' spend to be graphed next to each other on first axis, then the two locations' savings to be graphed next to each other using the secondary axis. What is happening when I choose the data and plot it on the secondary axis, it plots it on top of the first set of data (sales). Help? Thank you in advance.
