Search that ignores cells conditionally.

I need to search down the cars column for separate instances of equal to or greater than 2 that do not occupy the same 60min time frame. As you see below, it would return a no in D2, a Yes in D3 and then must ignore C4, C5 & C6 because they are within 60 minutes of the first instance of 2 cars.
