Search Quarters, then count time entries

I don't know if this is possible, but I have dates in Column 1 (January through December; example: 1/15/18; 3/10/18; 12/12/18). I have times in column B (Example 8:26; 23:13). Sorted by Columns A.

I need to COUNT the times (Col B) that appear after hours; from 17:00 through 7:00am, only for the first quarter (Col A).
