Search Cell for Specific Text (and count how many times it shows up)

I have a cell with a long text string. I need to count how many times the value "004" (quotes included) shows up. I tried the search function, but it doesn't work with quotes. Also, it will only tell me if "004" exists in the cell, not how many times "004" shows up.

Any help would be so appreciated!!
