Scrolling Through Userform Listbox Lists

Is it normal behaviour in userform listboxes and comboboxes to be unable to scroll through the list with a mouse scroll wheel or to drag the vertical scroll bar up/down? Seems I am able to only scroll through the list one by one using the vertical up/down arrows.

It's normal.
For it to work, you must put some code in your userform.
You can search the internet for the code, there are dozens of examples, I'll give you one:
