Scrollbar Control???

Ok I am lost...I need to add a vertical scrollbar to a list that only shows 10 at a time exactly like this:

But of course the article seems to stop sooner than a complete explanation was given. I think where I am lost is where he mentions: =OFFSET(Data!E5,Calculation!$D$5,0) needing to be involved with no clear example?? Frustrating.

Once I figure out the above I then need to figure out how to do a horizontal scroll bar on top of a chart.

Any help from you guys this evening?
 

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
