In a sheet with about 6000 rows, I can scroll without any problem with the mouse wheel, as well as with Scroll Up and Scroll Down
If I try to Scroll Here (clicking at about the middle of the bar to the right of the screen):
- in Excel 2010, I go to the area around row 3300
- in Excel 2016 (ProPlus version 1905), I never get much further than row 100
