Scroll bar - what comes first

Can anyone tell me what action comes first with a form control scroll bar- the assigned macro or the action of the scrolling bar moving? if the scroll bar moves before the macro is ran, can you delay the action of the scrolling? or is there a way to have a part of the macro run first? Thank you!! I appreciate any help!!

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
The scroll bar moves first, then the macro is called. The event is the change event, so the purpose is for the macro to run after the event occurs.

Please give a broader description of what you are trying to do. There may be a better overall design, rather than creating a convoluted design where the scroll bar action is delayed.
