Scroll Bar in an Excel cell without using the Activex Control

Is it possible to enable or create a scroll bar feature in an excel cell without using the activex control?

You can use a Form control instead, but otherwise, no.

Thanks for your reply. But I don't want to use any of them... activex or form control and seems this is not possible.
