Screentip positioning

How do you get screentips (the ones that pop up, e.g., SUM(number1, number2, ...) to show you the proper syntax when you start entering a formula) to hover just below the cell you are entering, say cell A13, rather than just under the formula toolbar? I've seen it work this way on some YouTube videos but I can find no place to change the screentip options in this way and my screentips always start just below the formula toolbar. FYI, I know that I can drag the screentip anywhere once it appears, but that's not what I'm asking. I'm asking to alter its starting/default hover position.
