Screen Flicker in Page Layout View in Excel 2007

I have been trying to get rid of a pesky screen flicker on my dashboard for awhile now. Initially, I thought it was something in my code. I used all the usual tricks without success -i.e inserting application.ScreenUpdating = False e.t.c.

Then, I just decided to switch from Page Layout view mode ( my default setting ) to Normal view mode. Suddenly all flicker is gone! Switching back to page view mode brings it all back. Even, just mousing over the header and footer sections in the page layout mode makes the entire screen flicker.

Is there a way to "lock in" the header and footer just like you can do in MS Word so that it is not editable ? In page view mode in excel, it is always editable - I suspect thats whats causing my screen flicker issues.

I dont want to use normal view because I prefer the dashboard to have a look like a chartsheet - with the sheet centered in the middle of the page and with borders around it. Thanks
