Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).

Don't know if this is your issue, but VBA is VERY particular about double-quotes. It does not like the slanted ones you have around xlsx.
So try changing this:
“.xlsx”
to this
".xlsx"
