Running percent change formula for time series

Hello!

This is my first post in this forum. I am very happy to be part of it and learn a lot of Excel from all your knowledge and experience :)

Is there a way to automatically change the cell references in order to calculate the running percent change, when the year changes? (see row 3)
For example: For 2016, the formula was the sum from January 16 to the corresponding month of the year divided by sum of the same dates in 2015, multiplied by 100 minus 100.

(Sum from January 2016 to say March 2016) / (Sum from January 2015 to March 2015) * 100 - 100

But, in January 2017 (column Z), I need to manually change the cell references so that the formula can calculate the running percent:

If I have a long times series, say 30 years, it would be tedious to change the formula each year, so every help will be very useful.
