Hi ! Can anybody explain me this with example. What actually it does ? Or any link to learn ?

=ROWS($B$3:B3)-ROWS($B$3)
=ROWS($B$3:B3)*ROWS($B$3)
=ROWS($B$3:B3)/ROWS($B$3)

the rows function returns the number of rows in the range specified in the argument.
since your example has 1 row in each argument, the respective values returned are
0
1
1

if the formula is copied down one cell the resulting values would be:
1
2
2
