Row height, double click & auto format does not work

I cannot get the rows and columns to auto format to the correct size in my spreadsheet, in order to show the full contents of the cell.
It is only in this particular file, auto formatting does work in all other spread sheets.
I have text wrap enabled, but double clicking or auto formatting will only size the cell to what the default size of the cell is (18.75 in this particular case).

It is important to me because the spread sheet is used for proposals and converted into a PDF. Often times I forget to re-size every row and items are cut off.

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
Excel is set to auto resize as long as you have not set the height at anything yet.
Once you set the height it will stop re-sizing...

So if you use a different row that you have not previously set the row height on, you can use that row and delete the first row...
Then the new row will resize each time for you as needed...
