Rounding Range to Specific Number

I'm attempting to break out a quantity for six locations by a percentage, retaining pack rules with the sum equating to the original quantity. I'm spinning my wheels on a solution and haven't been able to find any help searching around. Is this possible? Would anyone be able to provide guidance? See below. Thanks!
