rotating a picture in a comment in Excel 2013

I need to be able to rotate pictures inserted in a comment in Excel 2013.

I have no problem inserting the picture, just need the ability to rotate it
within the comment.

I have searched tutorials but have come up empty. I did it before using
the shapes tool but I can't remember how to accomplish this.

I'm not sure you can actually do that.....apart from removing the picture, rotating it and then reinserting it !!
