Rotated Bar Chart - Show Text as "X" Axis

I am using a rotated bar chart to show the following data:

Excel Workbook
	A	B	C	D	E
1	*	POOR	FAIR	GOOD	EXCELLENT
2	Preserving open space land	*	*	2	*
3	Providing opportunites for recreation	*	*	2	*
4	Overall quality of preserves	*	*	2	*
5	Managing natural resources	*	1.9	*	*
6	Overall job	*	1.9	*	*
Performance Rating

I would like to have the scale (Poor to Excellent) shown along the bottom (X) axis, instead of the 1-3 numerical scale which currently shows.

Answering my own question.... The only solution I have found so far is to put a text box below the axis with the information.

If anyone comes up with a more elegant solution, please feel free to post it!
