Rolling Hour Sum in DAX

Hello Friends,
I need some help finding a DAX solution to a solved Excel problem in the link below.

Essentially I need a rolling sum that calculates a row count for all rows that exist within 1 hour of the original time. (Ideally, being able to recreate with any time period: 2 hrs, 12 hrs, 1 day, 1 week, 1 month). Since the actual data is around 500,000 records, it's causing stability issues in regular Excel so I thought to move it to Powerpivot to improve performance.

I think that Time intelligence functions will be needed but I'm not sure how.
