Is there a way I can run a macro on a worksheet_change event but only if the cells that have been changed are in the range A4:A23?

You can teach Excel a new custom list. Type the list in cells, File, Options, Advanced, Edit Custom Lists, Import, OK
Something like this
Code:
Private Sub Worksheet_Change(ByVal Target As Range)

If Not Intersect(Target, Range("A4:A23")) Is Nothing Then Call Macro1

End Sub
