Resizing A Comment Box Is Visually Difficult

Program Version: Microsoft Excel Professional Plus 2013 (15.0.4737.1000) (all updates)
OS: Windows 7 Home Premium 32-bit

I recently started using Excel 2013 and I am having trouble with comment boxes. When I resize the box to make it larger, it is easy to do because I can see the frame expanding with an outline so I always know how big the box will be. However, when I size the box smaller and the outline lines pass under the comment, the lines disappear under the comment box. It is impossible to size it properly. Is there any way to change this?

not that I know. I don't have the problem in Excel 2010, there it shows the dotted lines normally through the comment. The only workaround would be to make the comment real small, then drag it out to the size you want
