Request macro to limit data to certain month, prevent entering data in ANY cell if month has passed

I've used data validation to only allow users to enter a date within the current month but this still allows users to enter data in other fields. How can I limit users from entering data if the month has passed? Maybe it could be linked to the first cell that has a date A3 (month, year)? Thanks for any help.
