Repost due to my error - Formula to move data from one table to another with different x/y axis

This is repost from a previous question that show up as nonsense due to my own error. Hopefully its clear now.

I am trying to get data organized in one table to show up in that of another table using a formula. For each table the x/y axis are different and I am not sure how to create this link in the second table that draws upon the data in the first table. In the image you will see an original table and a second table where hopefully a formula will pull the data from the first table so it appears as I've manually inputted it.

Thank you for helping me, or letting me know the structure or ask in not realistic.

Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
