Report Looking up Data on a different sheet with multiple requirements

I have a dataset in a different workbook, and want to pull a list of records with multiple criteria, I could do it with a macro, but wanted to see if I could make it easier using formula.

My Data has the following information sample (Slimmed down)

Specialist Name, Tech Supported, Activity, Time In, Time Out, Notes
Joe Blow, 1234, Drilling Hole, 9/4/2018 08:00, 9/4/2018 14:00, Helped 1234 Drill multiple holes through concrete.
Sam Smith, 2234, Support Ladder, 9/4/2018 14:10, 9/4/2018 14:30, Helped hold ladder due to very windy conditions

I want to build a list at the bottom of a dynamic excel report (when the tech supported is selected) to show a list of requests to the specialist.

I want to bring up a list of interactions based upon a date range criteria (Start Date Y16, End Date Y18, and Tech Supported A15).

Any suggestions?

If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
