Repeatable Random pairings without duplicates

This issue has been discussed in several older posts but I haven't found a solution that is simple enough for me to use and covers all of the bases.

I am running a training and need to assign random pairs of students twice a week. I don't want there to be duplicates until all possible pairings have been exhausted.
As a bonus, I would like to be able to designate people who will be absent and should be not included in a pairing for that class.

Can someone help me generate a solution for this or point me to one?
