Repeat x times list values and corelate another list randomly without duplicates

I am totally lost.. pls help..
I have a list of Loan types:

and a list of Home Loan products:
1638181109174.png


What I need to do is have 1 single Product link to multiple Loan types, but each Product may not have all 6 Loan types.. For example, Product 1 (2nd List) could have Interest only and Fixed Rate and Product 2 (2nd List) could have Fixed Rate, Refiance and Low Deposit and Product 3 (2nd List) could have all 6 loan types.

So i understand you have

6 loan types
And a list of products.

But im not sure how you want your output to look, are you saying you want every permatation available between the 2 lists?

not every permutation.. it needs to randomised for 3-6 values... Ideally I want the output in a spreadsheet 2 columns. For example
